Dewberry has announced the promotion of more than 65 employees nationwide, including 7 staff members within the firm’s Bloomfield, New Jersey office. The promotions coincide with Dewberry’s ongoing expansion of engineering and consulting services in the Northeast region, where the firm has practiced for more than 60 years.

  • S. Andrew Kamilaris, PE, PP, has been promoted to vice president. He is a principal structural engineer in the transportation group and earned a bachelor’s in civil engineering from the New Jersey Institute of Technology (1985). Kamilaris is a professional engineer in New Jersey and New York, and a professional planner in New Jersey.
  • Bryan Garbasz, PE, has been promoted to associate vice president. Garbasz is a senior project manager and manages the office’s bridge structures group. He earned a bachelor’s in civil engineering from Rutgers University (1996), is a professional engineer in New Jersey, and holds a Federal Highway Administration (FHWA) Safety Inspection of In-Service Bridges license.
  • David Hill, PE, Kenneth Spahn, PMP, and Brooke Weinstein, CPSM, have been promoted to senior associate. Hill is a senior highway engineer in the transportation group, and earned a bachelor’s in civil engineering from Rutgers University (1996). He is a professional engineer in Connecticut, Massachusetts, New Jersey, and New York, and a member of the American Society of Civil Engineers (ASCE). Spahn serves as a regional director for ports and intermodal. He earned his master’s in management engineering from the New Jersey Institute of Technology (1991) and a bachelor’s in marine transportation from the State University of New York, Maritime College (1983). Spahn is a licensed project management professional, and a member of the Project Management Institute (PMI) and North Atlantic Ports Association (NAPA). Weinstein is the Northeast marketing manager. She earned a bachelor’s in magazine journalism and English from Syracuse University (1992), and holds a MiniMBA business essentials certificate from Rutgers. Weinstein is a Certified Professional Services Marketer and is a member of the Society for Marketing Professional Services (SMPS).
  • Matthew Alboum, PE, and Robert Biller, PE, have been promoted to associate. Alboum is an assistant department manager in the bridge structures group. He earned a bachelor’s in civil engineering from the University of Buffalo (2008) and master’s in civil engineering from Rutgers (2011) and engineering management from Clarkson University (2016). He is a professional engineer in New Jersey. Biller is a senior engineer in the highway group and earned a bachelor’s in civil engineering from West Virginia University (2007). He is a professional engineer in New Jersey and Virginia.
