McKinley brings 35 years of mechanical engineering experience and previously served as senior mechanical engineer for the U.S. Army Corps of Engineers Dam Safety Modification Center. In this role, he led design for civil works structures spanning flood damage reduction, stormwater pump station, and navigation. McKinley also served as national technical specialist and principal advisor on mechanical engineering and dam safety issues and was a national resource for complex and unusual issues related to dam-operating machinery and stormwater pump stations.

McKinley earned his bachelor’s degree in mechanical engineering from West Virginia University (1990) and is a member of the American Society of Mechanical Engineers.
