Dewberry, a privately held professional services firm, has announced that Shelley Randolph-Locking, PE, has joined the firm as a senior project engineer in its transportation market. In her new role, Randolph-Locking will serve as a leader within the alternative delivery practice, overseeing project controls teams across the nation in scheduling, document control, risk management, change management, and reporting. Based in the Raleigh, North Carolina, office, she will lead project controls efforts to support contract requirements and drive the successful execution of client goals on large-scale transportation projects.
Randolph-Locking has over 30 years of experience, including alternative delivery, procurement, and transportation and environmental planning. In addition to her 14 years in procurement engineering with the Texas Department of Transportation, Randolph-Locking has supported 13 alternative delivery projects across California, New Jersey, New York, and Texas in large-scale settings like expressways and airways. Prior to joining Dewberry, she worked as senior project manager for a global engineering firm where she served as a section leader for multi-billion-dollar design-build projects. Among other roles in quality management and environmental leadership, Randolph-Locking also served as deputy project manager for U.S. Army Corps of Engineers projects, where she executed quality analyses to develop project-specific quality plans.

Randolph-Locking earned her bachelor’s degree in civil engineering from The University of Texas at Austin (1995). She is a member of the American Road and Transportation Builders Association, American Society of Civil Engineers, and the Women’s Transportation Seminar.
