Hieber has over 25 years of experience in structural engineering working closely with local, state, and federal agencies. His background includes analysis, design, development, and preparation of contract plans and construction cost estimates for highway bridges, pedestrian bridges, retaining walls, and other transportation structures. Hieber’s project experience covers a range of engineering complexity, site characteristics, structural materials, and includes new structures, replacement structures, and widened structures delivered through design-build and conventional design-bid-build delivery methods.

As lead structural engineer on over 30 design-build bridge projects, Hieber has extensive experience meeting and exceeding the American Association of State Highway and Transportation Officials (AASHTO) and applicable state departments of transportation (DOT) specifications and standards. His adherence to AASHTO and state DOT standards allows for earlier initiation of construction; minimized disruptions to existing traffic, local businesses, and communities; promotion of a safe project site for workers and the traveling public; achieving and exceeding environmental and permit commitments; and delivery of high-quality, aesthetically-pleasing, durable, and maintainable facilities.

“We are excited to welcome David back to the team,” says Senior Vice President and Operations Unit Manager Steve Kuntz, PE, DBIA. “His familiarity with our mid-Atlantic practice and clients as well as his expertise with complex bridges and structures will greatly benefit our team as we continue to deliver large-scale transportation projects for our clients.”

Hieber earned a master’s degree in civil engineering from the University of Washington (2005) and a bachelor’s degree in civil engineering from Virginia Tech (1998). He served as adjunct professor at George Mason University in the Sid and Reva Dewberry Department of Civil, Environmental, and Infrastructure Engineering, teaching the senior design capstone and the introduction to bridge engineering graduate course. Hieber currently serves as vice-chair of the American Council of Engineering Companies, Metropolitan Washington’s (ACEC/MW) Transportation Committee. Previous leadership experience includes serving as president of the American Society of Highway Engineers (ASHE) Potomac Section and a member of the Engineering Consultant Leadership Council (ECLC) for the Virginia Transportation Construction Alliance (VTCA).
