Those named vice president include:

  • John Hoole, PE, is a business unit manager and has over 30 years of experience in transportation engineering, including roadway design, project management, and managing state and federal funding programs. His business unit provides roadway design, bridge and water structural design, water and wastewater engineering, construction management, environmental services, and planning and grant writing services. Hoole has a bachelor’s degree in civil engineering from the University of Nevada (1991).
  • Mike Pugh, PE, SE, is a principal engineer and has over 40 years of experience in structural engineering for bridges, water, wastewater, and stormwater facilities, and small buildings. His background includes project management for federally funded projects in California. Pugh has a master’s degree in structural engineering (1990) and a bachelor’s degree in civil engineering (1984) from California State University-Sacramento.

Those named associate vice president include:

  • Matt Burgard, PE, is an assistant business unit manager and has nearly 20 years of experience in managing and delivering transportation infrastructure projects. Working on both design-bid-build and design-build projects, his background includes bridges, roadways, pedestrian/bicycle facilities, earth retaining structures, and other transportation-related projects. Burgard also has experience in project funding, specializing in federal, state, and locally funded projects for cities and counties. He has a master’s degree in civil engineering with a structural emphasis from University of California-Davis (2009) and a bachelor’s degree in civil engineering from California Polytechnic State University, San Luis Obispo (2008).  
  • Miguel Ramirez, PE, is the assistant department manager of the firm’s northern California civil practice and has nearly 20 years of experience planning and designing transportation projects. Ramirez has worked on a variety of multimodal transportation projects, including highways, local roads, interchanges, multi-use trails, and transit facilities. He has a bachelor’s degree in civil engineering from California State University-Sacramento (2006).
