Huang joined Dewberry in 1998 and has over 25 years of experience as a management professional for complex water resources programs and contracts at the federal and state level. As program management director for Dewberry’s resilience solutions group, she oversees projects related to climate change adaptation, coastal and riverine flood hazard identification, geographic information system (GIS) mapping, hydraulic and hydrologic modeling, risk assessment, and other related resilience projects.

Choquette joined Dewberry in 2002 and has over 30 years of experience in climate change adaptation, emergency management, hazard mitigation, land-use and environmental planning, and program management. As a leader in the firm’s resilience solutions practice, Choquette oversees business development activities and client management. He also serves as practice area manager for mitigation planning and program management.

“I look forward to furthering resilience efforts in our industry as a trustee for the ASFPM Foundation,” says Huang. “In my six years as an associate, I have seen the foundation’s commitment to reducing the risk and impacts of floods on people and communities with education, research, and policy through my involvement in the Future Leaders Scholarship and the Gilbert F. White National Flood Policy Forum.”

“As a former ASFPM board member and officer, and a founding board member for ASFPM’s Connecticut Chapter, it is exciting to be a part of the foundation’s growth,” says Choquette. “I am honored to be appointed as an associate.”

Huang and Choquette join Dewberry Senior Vice President Jerry Sparks, PE, PMP, CFM, an executive board member for the foundation since 2015, and Dewberry Emergency Management Senior Specialist Deborah Mills, CFM, a foundation fellow since 2019.

Huang earned her bachelor’s (1998) and master’s (2002) degrees in civil engineering at Virginia Tech. She joined the ASFPM Foundation in 2018. Additionally, Huang is a member of the New Jersey Association for Floodplain Management (NJAFM), New York State Floodplain and Stormwater Managers Association (NYSFSMA), Project Management Institute (PMI), and the Virginia Floodplain Management Association (VFMA).

Choquette earned his bachelor’s degree in regional planning at Westfield State College (1991). He is a former board member and former officer for ASFPM as well as a founding board member for the Connecticut Association of Flood Managers (CAFM).
