Through his membership, Boulé will support and guide the mayor’s transition committee policy development regarding infrastructure, climate, and sustainability for hundreds of billions of dollars of roads, bridges, resilience, water, wastewater, and transit projects across New York City. Boulé has more than 35 years of experience in the military and private sector, with a background in programming, planning, and engineering major infrastructure and facility projects, including those designed to combat flooding and other hazards. Currently, he oversees statewide administrative and technical functions for Dewberry’s New York office, which includes a large group of professionals offering transportation, water, environmental, site/civil, and mechanical, electrical, and plumbing engineering services for state/local, commercial, and federal clients.

Boulé holds two master’s degrees from Stanford University in environmental fluid mechanics and hydrology (1996), and structural engineering (1995), and a bachelor’s degree in civil engineering from the United States Military Academy at West Point (1986). He is the president of the NYC Post of the Society of American Military Engineers and vice chairman of the NYC-based Waterfront Alliance.
