As the lead engineer on this design-build project with Shirley Contracting Company, LLC, Dewberry provided engineering design services, including roadway, hydraulic, structural, traffic, and electrical engineering; dam modifications; environmental permitting and monitoring; engineering field surveys; and construction engineering inspection for the $90.2-million project.

The project included the reconstruction and widening of Route 606 from the Dulles Greenway to just south of Dulles West Boulevard from a two-lane undivided road to a four-lane divided road, with accommodations for future widening to eight lanes. At the north end, a new bridge carrying Route 606 over the Horsepen Dam auxiliary spillway was designed. The principal spillway (box culvert) was lengthened, the dam embankment widened and raised, and the auxiliary spillway was improved and realigned. At the southern end, a new intersection was designed with Loudoun County Parkway (Route 607) and Arcola Boulevard.
