Dewberry Announces Promotions in Fairfax, Virginia

Firm promotes 12 professionals across nearly 10 services lines based in Fairfax office.

Dewberry has announced the promotion of more than 65 employees nationwide, including 12 staff members within the firm's headquarters in Fairfax, Virginia. The promotions coincide with Dewberry's ongoing expansion of engineering, architectural, and consulting services in the D.C. metropolitan region, where the firm has practiced since 1956.

These promotions include:

  • Phil Thiel has been promoted to executive vice president and will oversee the firm’s federal market strategy and business development program nationwide, as well as the geospatial practice.  
  • Jerry Sparks, PE, PMP, CFM, has been promoted to senior vice president. Sparks is a senior water resources engineer and directs the firm’s resilience solutions group, which includes work for the Federal Emergency Management Agency’s (FEMA) Office of Resilience. He earned a bachelor’s degree in civil engineering from West Virginia University (1989) and a graduate certificate in technical entrepreneurship from George Mason University (2011). Sparks is a member of the Project Management Institute (PMI), and the Association of State Floodplain Managers (ASFPM) and serves as the secretary on the Executive Board of Trustees of the ASFPM Foundation.
  • Siavosh Agahy, PE, Tony Buitrago, PE, PMP, and Kate Gallagher have been promoted to associate vice president. Agahy is a senior construction manager and earned a master’s from Howard University (1987) and bachelor’s in civil engineering from George Washington University (1982). Buitrago, a client manager in the resilience solutions group, earned his master’s in business administration from the InterAmerican University of Puerto Rico (1989) and his bachelor’s in civil engineering from the University of Puerto Rico (1977). He is a member of the Society of American Military Engineers (SAME), Project Management Institute (PMI), and the Tau Beta Pi Engineering Honor Society. Gallagher has been promoted to the business development director for the federal market, and helps oversee the firm’s federal market strategy and business development. She earned a bachelor’s degree in journalism from Boston University (2006), and is a member of the Association of Record for Bid, Proposal, Business Development, Capture and Graphics Professionals (APMP), Society of American Military Engineers (SAME), and the Society for Marketing Professional Services.
  • Jean O’Toole, AIA, PMP, LEED AP BD+C, NCARB, has been promoted to associate principal. She is a business unit manager for civic, federal, healthcare, and justice architecture. O’Toole earned her bachelor of science in architecture (1990) and bachelor of architecture (1991) from the Catholic University of America. She is a member of the American Institute of Architects (AIA) and PMI.
  • Jerry Mrykalo, PE, PTOE, and Roderick Williams, AIA, LEED AP BD+C, have been promoted to senior associate. Mrykalo is a transportation engineer who was recently recognized as a 2018 Rising Star by the American Council of Engineering Companies (ACEC) of Virginia, and named a 2019 Top Young Professional by ENR MidAtlantic. He earned a bachelor’s in civil engineering from the Pennsylvania State University (2005) and currently serves as the vice chairman of the Virginia Transportation Construction Alliance’s Design-Build committee. Williams is a project architect who specializes in public safety, federal, and civic projects. He earned a master’s in architecture from the University of Cincinnati (2000) and a bachelor’s in architecture from the University of Kentucky (1994). He is a member of the AIA.
  • Parul Amin, PE, Matthew Bullock, Marcus Cadman, PE, and Sid Pandey, CSMCCEP, have been promoted to associate. Amin is a structural engineer and earned her master’s in structural engineering from George Washington University (2005) and her bachelor’s in civil engineering from Sardar Patel University (1999). She is a professional engineer in Maryland and Virginia. Bullock is an emergency management specialist who earned his bachelor’s degree in architectural engineering from the University of Southern Mississippi (2001). Cadman is a project engineer in the site/civil group. He is currently pursuing a masters in civil engineering at Virginia Tech. He earned a bachelor’s degree in civil engineering from Virginia Tech (2013), and is a member of the American Society of Civil Engineers (ASCE). Pandey is an assistant production manager in the geospatial group, and was named a 40 under 40 Geospatial Leader in 2018 by xyHt Magazine. He is currently pursuing a masters in professional studies in geographic information systems at the University of Maryland, College Park. He earned a bachelor’s degree in geography from Pennsylvania State University (2014), and is a member of the Maryland State Geographic Information Committee.
