Building upon their 2011 exercise, we designed, conducted, and evaluated a unique, day-long full-scale exercise for Santa Clara County. Instead of focusing on the first eight hours of the response, this exercise began 96 hours after a catastrophic earthquake, allowing the emergency management community to exercise elements of plans and procedures that had never been exercised, identifying new strengths and gaps in a no-fault learning environment.

To ensure realism, we facilitated a tabletop exercise to address response and recovery actions within the first 96 hours. These results were used to develop EOC action plans and preloaded WebEOC information for exercise players.
