Working with NAVFAC MidLANT and Navy Corrections, we developed the design-build RFP bridging documents for a new 400-bed correctional facility on a 25-acre site at the Naval Support Activity Norfolk Northwest Annex in Chesapeake, Virginia. The 210,000-SF, direct-supervision facility is organized around an activity quadrangle with five two-level housing units on one side and programs and services on the other. The plan separates staff, inmates, and public and service access requirements while optimizing efficiency. The design was developed to achieve LEED® Silver certification, with a green roof, gray water, geothermal, and daylighting technology.
