Post September 11, FEMA and the federal government faced challenges in administering disaster recovery programs designed to address the impacts of natural disasters. These disaster scenarios now include chemical, biological, radiological, nuclear, and cyber (CBRN) events. With our extensive knowledge of FEMA's disaster recovery programs and processes, we evaluated current programs that address the consequences of CBRN events, and recommended plans and strategies to administer recovery programs in these non-traditional disaster scenarios.
