After our developed COOP Plan template was tested with a few key agencies, another 60 county offices entered information themselves, resulting in a low-cost COOP Plan.

To maximize one county's resources, we developed a low-cost approach to assist with its Continuity of Operations (COOP) Program. We developed a COOP Plan template and assisted six agencies in its use, including the County Executive's Office, Fire and Rescue, and the Department of Information Technology. After we completed the initial planning effort, the template was issued to the remaining agencies for their use.
