Dewberry has announced the promotion of nearly 60 employees nationwide, including seven staff members within its Baltimore, Maryland office, and Gainesville and Leesburg, Virginia, offices. The promotions coincide with Dewberry’s ongoing expansion of engineering, architectural, and consulting services in the D.C. metropolitan region, where the firm has practiced since 1956.

In Dewberry’s Baltimore office, promotions include:

  • David Taylor Jr., RLA, has been promoted to vice president. Taylor is the site/civil department manager within the Baltimore office. He has experience in all aspects of entitlements, zoning, planning, design, and permitting for energy infrastructure, commercial, industrial, institutional, residential, urban design, and recreation projects. Taylor earned his master’s in real estate from The Johns Hopkins University (2009) and his bachelor’s in landscape architecture from West Virginia University (1993). He is a registered landscape architect in Maryland, Ohio, and Pennsylvania, and a member of Leadership Baltimore County.
  • Chris Petrocelli, PE, has been promoted to associate. He is a civil engineer in the Baltimore office’s site/civil group. Petrocelli’s design experience includes grading and earthwork, road design, linear utility design, including storm drain, water, sewer, and conduits and pipe type feeders, stormwater management, erosion and sediment control, cost estimating, permitting, and construction phase services. He holds a master’s in business administration from Frostburg State University (2005) and a bachelor’s in mechanical engineering from the University of Maryland (2003); and is a professional engineer in Delaware, Maryland, Pennsylvania, Virginia, and Washington, D.C.

In Dewberry’s Gainesville and Leesburg offices, promotions include:

  • Gary Gardner, PE, LEED AP BD+C, and Rich Brittingham, RLA, have been promoted to associate vice president. Gardner is a senior project manager and leads the site/civil group in the Gainesville office. His experience includes designing and managing residential, commercial, retail, and mixed-use site/civil and land development projects throughout northern Virginia. He holds a master’s (2012) and bachelor’s (2004) degree in civil engineering from George Mason University. He is a licensed engineer in South Carolina, Virginia, and West Virginia. Brittingham is a landscape architect in the Leesburg office. His expertise includes conceptual design, master planning, design development, and legislative entitlements. Brittingham earned his bachelor’s in landscape architecture from Virginia Tech (2003) and is a registered landscape architect in Maryland and Virginia. He serves on the Loudoun County Zoning Ordinance Action Group (ZOAG) and is a board member of the Northern Virginia Transportation Alliance (NVTA).
  • Jeff Zellers, PE, CCM, Duane Thomas, PE, and David Weems, PE, have been promoted to senior associate. Zellers is the assistant department manager in the Gainesville office and has extensive experience in construction project management, quality control, and safety compliance on transportation and design-build projects. He earned a bachelor’s in civil engineering from Virginia Tech (2004), and is a professional engineer in Virginia and a certified construction manager. Thomas is a site/civil engineer in the Leesburg office and has experience designing and permitting site plans for commercial, mixed-use, office, and residential developments. He earned a bachelor’s in civil engineering from The Pennsylvania State University (2002) and is a professional engineer in Virginia. Weems is a senior project manager within the site/civil group in the Leesburg office. He has experience in numerous aspects of site/civil engineering from the planning stages through construction plan preparation and platting. Weems earned his bachelor’s in civil engineering from North Carolina State University (1986) and is a professional engineer in North Carolina, Virginia, and West Virginia.
