Juan Nieves, EIT, CFM, was recently recognized with an Award of Appreciation by the American Society for Testing and Materials International (ASTM). During the award presentation, Nieves was commended by Director of the Federal Emergency Management Agency’s (FEMA) Building Science Division Ed Laatsch and the Production and Technical Services (PTS)  Building Science Program Manager John Ingargiola.

In recent years, Nieves has been involved in developing standards for ASTM, including ASTM E3075-16, which established a standard test method for water immersion and drying of construction materials to evaluate flood damage resistance. He is currently developing a second set of specifications to establish a standard practice for determining the flood damage resistance rating of construction materials and assemblies. Together, these two standards will clarify and improve upon FEMA Technical Bulletin 2, Flood Damage-Resistant Materials Requirements.

With more than 10 years of experience, Nieves works as a resilience expert in Dewberry’s Fairfax, Virginia, office. He has expertise in post‐disaster data collection methodologies, forensic assessments, building codes analyses, and climate resilience.

Nieves earned a bachelor’s degree in civil engineering from the University of Puerto Rico (2005). In addition to his active involvement in ASTM, he is a member of the Association of State Floodplain Managers.
