Timothy Belcher, PE, based in Dewberry's Fairfax office, has been promoted to associate. Belcher has more than 11 years of professional experience in highway project management, design-build services, drainage design, erosion and sediment control design, right-of-way and easement acquisition, public involvement, and utility relocation design. He is currently a project manager in the transportation group serving a variety of public and private clients.

As project manager of the $27-million Loudoun County Parkway Interchange, Belcher's experience with utility relocations gave him the opportunity to serve on the Transportation Research Board (TRB) Utilities Committee and author a paper that was presented at a 2012 TRB annual meeting lectern session. He is also a 2012 graduate of the Transportation Project Management Institute sponsored by the Virginia Department of Transportation. Belcher currently serves as secretary for the Potomac section of the American Society of Highway Engineers, where he was awarded the 2012 Section Member of the Year. Belcher holds a bachelor's degree in civil engineering from Virginia Polytechnic Institute and State University, and is a licensed professional engineer in Virginia and Maryland.

Jeremy Beck, PE, based in Dewberry's Fairfax office, has been promoted to senior associate. Beck has more than ten years of experience working with a wide range of infrastructure-related developments in Northern Virginia. He has managed and designed multi-disciplined transportation projects on large and small scales—funded both publically and privately—as well as numerous design-build projects. He has supervised all aspects of transportation engineering plan design, including geometric alignments, drainage elements, lighting and traffic signals, signing and marking, maintenance of traffic, public utility re-locations, as well as erosion and sediment control. His experience includes coordinating local, state, and federal reports; developing alternatives and concepts; directing traffic studies and analysis; conducting constructability reviews; developing cost estimates; coordinating land acquisition activities; performing quality assurance reviews; and direct involvement with public information processes. He received a bachelor's degree in civil engineering from The Pennsylvania State University.
